Allegations of cheating by students in immigration exams has seen the launch of a corruption investigation.

Australia’s largest international student service, IDP Australia, is investigating possible corruption among its staff after students in Sydney were caught cheating on exams it conducts for the Department of Immigration, The Sun-Herald newspaper reports.

Copies of the May International English Language Testings System (IELTS) exam were sold for between $12,000 and $18,000, one source claims.

“These have been leaking out for months,” the source told newspaper.

“It’s like a chain of command. It came from the official service who gives it out and takes his cut.

IDP would not confirm how many people had been caught cheating.

“Cheating in IELTS tests is not commonplace,” an IDP Australia spokeswoman said.

“‘However given the high stakes involved, attempts to cheat or engage in other fraudulent activity such as identity fraud do occur.

“Recently in Australia a number of test takers have been detected in their attempt to cheat in the IELTS test. Whether or not it was an internal problem, we don’t know.”

IDP is investigating the matter.

Meanwhile, the Immigration Department has defended its outsourcing of English tests, which have been handled by IDP since 1994.

THREE people have been injured and five luxury boats engulfed by flames after an explosion at Newport Marina in Sydney this afternoon.   marina sydney 

One person was seriously injured, while another two were treated at the scene following smoke inhalation.

The fire started when one boat caught alight while moored. The flames quickly spreading to two other boats which were moored nearby.

Two of the burning craft were dragged to nearby sand flats and extinguished, but one drifted to nearby Sirsi Marina, and set another two boats alight.

NSW Fire Brigades spokesman Norm Buckley said the boats were dragged out into open water to prevent further damage.

“We pushed those crafts that were actually on fire out into the water so they don’t pose any danger to the actual wharf itself or any part of the structures or indeed any of the other boats,” he said.

 “We’re also using one of the Rural Fire Service’s fire boats, and they’ll be putting those fires out on those boats that are floating in the bay.” 

Plumes of smoke from the blazing boats have reportedly been seen from as far away as Gosford on the Central Coast.

The Rudd Government’s partnership with business and community leaders to Keep Australia Working has secured more than 1000 jobs in its first week, Minister for Employment Participation, Senator Mark Arbib, announced today.

Senator Arbib today joined Local Jobs Champions Bill Kelty and Lindsay Fox at the third Keep Australia Working Forum at Casula, where he announced 240 jobs in Canterbury Bankstown and South Western Sydney Employment Priority Area.

The Australian Government is providing $3.7 million from the $650 million Jobs Fund for three Western Sydney Projects.

The 240 jobs in Western Sydney bring to more than 500 the positions funded through the Jobs Fund and come on top of the 250 jobs in South Eastern Melbourne and 23 jobs in Northern Tasmania announced at jobs forums earlier this week.

The private sector is also playing a significant role in boosting employment with Lindsay Fox announcing this week he would employ an extra 450 staff over the next two years at Linfox and Woolworths announcing 60 jobs for its new logistics centre in Launceston.

“The Rudd Government is doing everything possible to keep Australians working,” Senator Arbib said. 

“This week by working together – the Government and industry – we’ve managed to create or protect more than 1000 jobs.

“Not every week will be as successful as this week in keeping people in work. There will be ups and downs, because the global recession is far from over.

“But this week has shown what can be achieved by working together.”

Parliamentary Secretary for Employment Jason Clare said community leaders, business representatives and job service providers would today join Government to develop a regional employment strategy for Canterbury Bankstown and South Western Sydney.

“The Keep Australia Working forums allow the community to maximise the benefits of the Government’s Economic Stimulus Plan and Jobs Fund and develop localised responses to the impact of the global recession.

“We want to find job opportunities for local businesses and workers, particularly in areas like Western Sydney where unemployment is a growing problem.”

Mr Clare said Local Jobs Champions, Lindsay Fox and Bill Kelty, would bring their considerable experience and wisdom to the table.

“The Local Jobs Champions will help forum participants identify local skill and labour needs and develop directions for the future,” Mr Clare said.

“It’s great to have Lindsay Fox and Bill Kelty on board. Few people understand the Australian economy better than these blokes, they’ve been through it before. They’re travelling with us around the country helping areas hit hardest by the global recession.”

Today’s forum is the third in a series being rolled out in employment priority areas across Australia as recommended in the Keep Australia Working interim report presented last week to Deputy Prime Minister Gillard by Senator Arbib and Mr Clare.

There are now 20 employment priority areas around the country:

  • Illawarra (New South Wales)
  • Richmond Tweed and Clarence Valley (New South Wales)
  • Mid North Coast (New South Wales)

Migration agents operating in Australia are required by law to be registered with the Office of the Migration Agents Registration Authority (Office of the MARA).

Prior to 1 July 2009, the MIA acted as the MARA under a Deed of Agreement between the MIA and the department. The 2007-08 Review of Statutory Self-Regulation of the Migration Advice Profession, which was undertaken to assess the effectiveness of the regulatory scheme, recommended that the government consider establishing a regulatory body separate from the MIA.

In response to the review recommendation, the Minister announced the establishment of the Office of the MARA as a discrete office attached to the department and headed by a specifically designated senior officer solely responsible for Office of the MARA activities. The new body is located in Sydney and assumed functions from the MIA from 1 July 2009.

The Office of the MARA is supported by a representative advisory board, which includes a nominee from the MIA, a nominee from the Law Council of Australia, a consumer advocate and a community representative.

The Office of the MARA undertakes a range of functions including:

  • processing registration and re-registration applications
  • administering the profession’s entrance exam and continuing professional development program
  • monitoring the conduct of registered migration agents
  • investigating complaints about registered migration agents
  • taking appropriate disciplinary action against registered migration agents who breach the migration agents Code of Conduct or otherwise behave in an unprofessional or unethical way.

I ended up being a bit under the weather last week so the blog post from last week is now this weeks blog post.

While I was off work recuperating, I started thinking again about our very first blog post which looked at the most popular location for graduate jobs in Australia. Our very first blog post was about how Melbourne was the most attractive city for graduate job hunters and re-reading it over the week got me thinking about how ready Australian graduates are to relocate for their first graduate job on leaving university.

From that first blog post we found that 55% of graduate job hunters were interested in Melbourne as a place to take up their first graduate position. This fact gets even more interesting when you consider that only 30% of the visitors to our site were actually based in Melbourne to begin with.

To take things a step further I thought it would be interesting to have a look at how many graduates were interested in relocating to multiple cities after they had finished up at university, so as you do when you’re sick, I ended up sitting down and hitting our database to see how many graduates were interested in relocating to secure their first graduate job and the results were as follows:

The Breakdown

This is an interesting insight into the attitude of graduates as they are searching for their first graduate job as it shows 3 distinct mindsets.

Firstly there are the 44% of grads who only want to work in one location after they finish their university studies. My thinking on this is that these graduates either want to work and live in their home town or the town they have relocated to for university.

The next group which accounts for 16% of graduates are interested in moving to 2 locations. I think this shows that these graduates have relocated for university and would want to either stay where they are studying or return to their home town.

The remaining 39% of graduates are out to work in 3 or more locations after they finish studying which shows that a large proportion of graduates coming out of university in Australia are very flexible and are keen to do whatever it takes to find a good opportunity. I think this is the group I would have fallen into when I finished studying at university as I was keen to move anywhere  I could secure an opportunity, I even considered going to Norway at one point.

Summing Up

So it seems that the majority of Australian graduates, 56% to be precise, are motivated to relocate once they finish studying which is a good sign for locations such as Western Australia, Queensland and Canberra as these centres do have a high demand for graduates but don’t’ have the largest numbers of graduates studying there compared to Sydney and Melbourne.

The Government has released its scaled-down idea of what it wants the Perth waterfront to look like – but it’s after the same effect as at some of Australia’s best-known sites.

Premier Colin Barnett yesterday unveiled proposals radically different from those suggested by his Labor predecessor Alan Carpenter.

Unlike Mr Carpenter, who committed the Government to fully-funding his vision, Mr Barnett wants a mixture of public and private capital.

Mr Barnett said the new plans aimed to feature world-class architecture “without being over the top”.

“Western Australians have been shown many plans for the foreshore over many years and nothing has actually happened,” he said.

“The Government does not want to impose yet another grand vision on the WA community. This is a more modest concept that shows a ground-scale depiction of what could be developed.”

Mr Barnett said his plans provided for greater public access, while the previous government wanted to develop “monuments” that blocked off the river from the public.

“It would have been an enclave for the wealthy and businesses.”

Work on the project was expected to start within 18 months.

HOUSE prices could rise by as much as 22 per cent during the next three years, an economic forecaster says.   house price

”The conditions are ripe for a sustained recovery in residential property prices,” according to BIS Shrapnel’s Residential Property Prospects, 2009 to 2012, report.

”Low interest rates, solid growth in rents and housing shortages are evident in most markets.

”However, the current economic malaise will mean confidence will only recover slowly during 2009/10.”

BIS Shrapnel senior project manager and study author Angie Zigomanis said that, at this stage, all of the action was occurring at the lower-priced end of the market.

This is due to a surge in first-home buyer demand as a result of the federal government’s first home owner boost scheme and low interest rates, he said.

BIS Shrapnel forecasts there will be 180,000 first-home buyers in 2009.

Although first-home buyer demand was expected to ease after the expiry of the government’s boost scheme at the end of 2009, upgraders and investors were expected to take the baton, Mr Zigomanis said.

”We expect rising confidence in the prospects for an economic recovery in 2010, so investors are likely to return in greater numbers, attracted by increased rental returns and low interest rates.”

Among the state capitals, Sydney, Melbourne and Adelaide will show the strongest price growth over the next three years, at 19 per cent.

More moderate growth is expected in Brisbane, Hobart, and Canberra, while price growth in Perth and Darwin is expected to be weak as the local economies of these cities are impacted by a decline in investment spending in the resources sector.

BIS Shrapnel estimates Sydney’s median house price at June 2009 to be $530,000, and predicts it will rise by mid-2012 to $630,000. Melbourne’s current median house price is estimated at $425,000, rising to $507,000 by June 2012.

In Adelaide, the median price is estimated at $360,000 and predicted to climb to $430,000 over the three years.

Among other cities around Australia, Newcastle and Wollongong are expected to benefit from the migration of residents from Sydney over the coming years.

The median house price in Newcastle is expected to soar 22 per cent over the three years, while Wollongong is forecast to see growth of 20 per cent in the same period.

In Brisbane, the average house is estimated to cost $391,000 now and is expected to cost $455,000 by mid-2012, an increase of 16 per cent.

Hobart’s median house price is estimated to be $335,000 and will rise by 15 per cent to $385,000 over the three year period.

An average house in Canberra is estimated to cost $440,000, increasing to $515,000 by 2012, a rise of 17 per cent.

In Perth, the estimated median house price is $425,000, expected to reach $475,000 in three years, up 12 per cent.

Darwin’s forecast median house price is $470,000, predicted to show an increase of 11 per cent over the three years.

For the Gold Coast, the Sunshine Coast and Cairns, BIS Shrapnel forecasts prices will increase by 14 per cent, while Townsville prices are expected to grow 13 per cent over the three years.
