The latest statistics confirm Australia’s net overseas migration (NOM) level is on track to drop by about 20 per cent by the end of the financial year in response to government reforms to temporary and permanent migration and economic conditions, the Minister for Immigration and Citizenship, Senator Chris Evans, said today.

Preliminary estimates released by the Australian Bureau of Statistics’ (ABS) ‘Social Trends’ series show the level of NOM in 2008 was 301 200 people and fell to 277 700 people in 2009.

‘Based on current visa application numbers, the level of NOM is on track to drop to between 230 000 and 250 000 people by the end of the financial year,’ Senator Evans said.

‘This confirms that record high population growth has been fuelled by growth in temporary long-stay migrants, especially students, as a result of the policies of the previous coalition government.’

Senator Evans said net overseas migration began to climb and get out of control under the previous government, as a result of its decision to open up pathways for temporary residents—particularly students—to remain in Australia permanently.

In response to the ABS report’s findings, Senator Evans said the level of NOM—which includes both permanent migrants and long-term temporary migrants, including students—had peaked and was clearly on the way down.

‘The government is committed to ongoing forward-planning and reform to ensure immigration levels are guided by Australia’s needs and not by the desire of prospective migrants to come to Australia,’ Senator Evans said.

‘Prime Minister Gillard has already articulated her vision for a sustainable population—one that supports our environment and our renewable resources and that is in turn supported by proper resources and infrastructure.’

The government will develop policies to ensure all Australians benefit from our strong and growing economy.’

RELIEF may be in sight for renters who have been hit in the hip pocket by skyrocketing rents over the past few years.

There has been a small decrease in rental rates across Australia’s capital cities over the June quarter, suggesting rental yields may have hit their peak, leading property statistics agency RP Data says.

Weekly house rents fell by 3.5 per cent nationally over the June quarter while unit rents dropped 0.6 per cent.

The largest fall was in the Canberra market with a drop of six per cent for the June quarter in the housing market, where the median weekly rent fell from $530 in March to $498 in June.

The only mainland capital city to experience a nearly six per cent rise in rent was Darwin, where renters can expect to fork out about $100 more per week than those in Sydney, where rents dipped by about five per cent.

“It now appears that the rental market may have peaked with national weekly median rents falling slightly in each month post March 2009,” RP Data’s Tim Lawless said in a statement.

“And with rental rates now coming off the boil and property values rising we are seeing the first signs that rental rates are eroding.”

Rental vacancies remain tight across the nation with all capitals recording less than three per cent vacancy in stock.

Real estate experts say that during the height of WA’s property boom the 1346sqm ocean-front house on West Coast Drive would have fetched more than $5 million.

It is for auction on Saturday and the selling price will be a strong indication of whether property prices, especially for top-end homes, have started to recover.

Nexus sales consultant Peter Berridge, who specialises in the North Beach area, said the property would have been highly sought after during the 2006-07 housing boom.

“It’s a nice elevated lot, with a nice frontage. It’s got everything going for it,” Mr Berridge said.

“I don’t think it would be an over-exaggeration to think it might have sold for in excess of $5 million (back then). We were going through an era where it didn’t seem to matter what you paid for it, you were always going to make a packet until the proverbial hit the fan.”

Mr Berridge said he believed values had dropped about 40 per cent since the property peak.

“The last sale was 341 West Coast Drive in Trigg that sold for $2.2 million and it was a very choice piece of land _ something like that could have possibly pulled $4 million in 2007 and I can mention lesser blocks that sold for more than $4 million,” he said.

According to Landgate, North Beach has enjoyed solid property value growth in the past decade.
It recorded a 19.4 per cent average annual growth rate in the 10 years to December 2008. It also recorded strong growth last year and was among the Perth metropolitan area’s Top 10 performing suburbs, with a 17.7 per cent jump in median house prices.

But during this period it recorded a low volume of sales activity, with just 19 homes sold.
This could have skewered the statistics.

“There’s no doubt that the market for premium coastal property has come back since the height of 2007,” Real Estate Institute of WA president Rob Druitt said.

“Indications are that the first signs of recovery are starting to come through now, so there’s certainly a unique opportunity for buyers who are (looking) in that market,” he said.

Mr Druitt said it has been a bottom-up recovery, so if the top end was reasonably priced and sold, it could give a good indication that Perth’s entire property market had seen the worst.

Adult criminals sentenced to outdoor community work will from today wear bright yellow vests emblazoned with “Repay WA” as part of a Government repay wacampaign to increase public confidence in community service as a punishment.
   
Corrective Services Minister Christian Porter claimed community work had not been used as a sentencing option as often as it could be because there was a perception among the public, and sometimes the courts, that it was becoming “a joke”.
   
“For the public to view community work as an appropriate sentencing tool, they need to see the work carried out as ordered by the courts,” Mr Porter said.
   
The State Government has adopted the tougher stance after statistics showed more than 40 per cent of offenders sentenced to community work in 2007-08 did not finish their programs.
  
WA’s completion rate of 56 per cent, 14 per cent below the national average, confirmed it as the worstperforming jurisdiction in Australia.   
   
Police Commissioner Karl O’Callaghan had suggested the vests after seeing them used in Britain this year.
   
“These vests will go a long way towards providing reassurance to the community that justice is in fact being done with these sorts of offenders,” Mr O’Callaghan said. 
 
Mr Porter said a crackdown on breaches had resulted in 55 per cent of offenders complying with their orders by attending work sessions, up from 40 per cent in June last year.
   
The rules will be tightened further in the next year, with offenders hauled back to court if they miss work on any two occasions. The existing scheme allows for three consecutive breaches before action is taken.

Australian Lawyers Alliance WA president Tom Percy said in February he was appalled by the idea. He said it was designed to humiliate offenders.

But Corrective Services community and juvenile justice deputy commissioner Heather Harker said yesterday she did not think offenders would be taunted or abused. “Many people out working in the community wear high-visibility vests and in many respects this is no different,” she said.
   
The vests will be worn by adult offenders working outside — such as in maintenance, repairs and gardening.
   
Juveniles will not be forced to wear the vests, which have been printed by inmates at Casuarina Prison.
   
More than 5500 adults and 770 juveniles are completing community justice orders of between 10 and 240 hours with punishments such as cleaning, gardening, administration, recycling, kitchen duties or sorting donated clothes for charity.

western_Australia_hotel_MapWESTERN Australia has the fastest growing population in Australia, according to the latest figures from the Australian Bureau of Statistics.

WA’s population growth rate has hit 3.1 per cent for the year ending December 2008 – well ahead of every other state or territory.   

Next was Queensland, growing at 2.5 per cent, Northern Territory, 2.0 per cent, Victoria, 1.9 per cent, ACT, 1.7 per cent, New South Wales, 1.4 per cent, South Australia, 1.2 , and Tasmania, 1.0 per cent.

WA, along with Queensland, had the highest rate of intra-state migration, with WA attracting 6300 people from other states and territories and Queensland luring 21,200 interstaters.

At December 31, 2008, WA’s population was 2,204,000 — the fourth largest in Australia, with NSW the most populous state (7.04 million), followed by Victoria (5.36 million) and Queensland (4.35 million).

Nationally the population increased by 1.9 percent  from 2007 — the highest growth rate recorded since the 1950s and 1960s, which was boosted by post war migration and high birth rates. 

These rates compare with a 1.2 per cent growth rate recorded five years ago.

At the end of 2008 Australia’s population had swelled by 406,100 people to 21,644,000.

Of the 406,100 new Australians,  62 per cent, or  253,400, were overseas immigrants. The excess of births over deaths contributed 152,700. 

The states losing the most people to interstate migration were New South Wales (down 22,700), South Australia (down 5200) and Victoria (down 1000).

Tourists are still flocking to Australia .  The number of overseas visitors to Australia is continuing to rise, despite the economic downturn.

Australian Bureau of Statistics figures show the number of short-term arrivals rose by 0.9 per cent in March, after similar rises in January and February.

Tourists from Malaysia accounted for the biggest increase, while the sharpest drops were in the Japanese and Korean tourist markets.
