The Kwinana Freeway extension and Forrest Highway has officially opened three months ahead of schedule.

The Minister for Immigration and Citizenship and Senator for Western Australia, Chris Evans, said the new 70.5 kilometre road was one of the largest road infrastructure projects ever undertaken in Western Australia.

Representing the Federal Government at today’s opening ceremony, Senator Evans said the opening marked the culmination of more than five years of work, including almost three years of construction, to deliver this vital piece of infrastructure.

‘It’s a great day for the south-west,’ Senator Evans said at the opening.

‘In particular, I congratulate the Southern Gateway Alliance, as well as the 3000 workers and more than 1000 local suppliers and subcontractors involved in building this road, on a job well done.

‘I would also like to acknowledge the former Federal and State governments for getting the work started on this vital piece of infrastructure for the people of Western Australia.

‘For the first time ever, motorists will be able to travel on a continuous dual carriageway from Perth to the fast-growing communities in the state’s south-west, bypassing the heavily populated areas of Mandurah and Dawesville.

‘The new road will provide better driving conditions and cut travel times by up to 30 minutes for the 30 000 motorists expected to use it each day. It will also take the pressure off other routes, including the Old Coast Road and South Western Highway.

‘Over the longer term, it will promote economic development across the region – which in turn will create even more job opportunities within local communities.’

The $705 million project was jointly funded by the Federal ($330 million) and Western Australian ($375 million) governments.

The Rudd Labor Government is investing $3.4 billion over six years to modernise and maintain the State’s road and rail infrastructure – an investment that will deliver significant benefits for both the Western Australian and national economies.

PREMIER Colin Barnett may ask the Federal Government to relax foreign worker allowances to prevent labour shortages at major WA projects.

WA faces severe shortages of skilled workers in 2011, when there is expected to be peak activity in WA’s resources sector, Mr Barnett told a media conference in Perth yesterday.

The premier’s comments come as a large Chinese steel maker, Ansteel, contemplates the viability of developing WA’s first steel mill.

Other massive projects planned for the state include Woodside Petroleum Ltd’s Pluto Liquefied Natural Gas (LNG) project, Chevron’s Gorgon LNG project, a new deep water port at Oakajee and CITIC Pacific’s Sino Iron project.

“I expect we will face serious skills shortages if these projects go together at the same time,” Mr Barnett said.

“Hopefully,  we can build these projects with Australian labour but I expect there will be skill shortages, in particular trades areas.

“We need to be prepared to bring in some of their (Chinese) workers.”

The Rudd Government’s partnership with business and community leaders to Keep Australia Working has secured more than 1000 jobs in its first week, Minister for Employment Participation, Senator Mark Arbib, announced today.

Senator Arbib today joined Local Jobs Champions Bill Kelty and Lindsay Fox at the third Keep Australia Working Forum at Casula, where he announced 240 jobs in Canterbury Bankstown and South Western Sydney Employment Priority Area.

The Australian Government is providing $3.7 million from the $650 million Jobs Fund for three Western Sydney Projects.

The 240 jobs in Western Sydney bring to more than 500 the positions funded through the Jobs Fund and come on top of the 250 jobs in South Eastern Melbourne and 23 jobs in Northern Tasmania announced at jobs forums earlier this week.

The private sector is also playing a significant role in boosting employment with Lindsay Fox announcing this week he would employ an extra 450 staff over the next two years at Linfox and Woolworths announcing 60 jobs for its new logistics centre in Launceston.

“The Rudd Government is doing everything possible to keep Australians working,” Senator Arbib said. 

“This week by working together – the Government and industry – we’ve managed to create or protect more than 1000 jobs.

“Not every week will be as successful as this week in keeping people in work. There will be ups and downs, because the global recession is far from over.

“But this week has shown what can be achieved by working together.”

Parliamentary Secretary for Employment Jason Clare said community leaders, business representatives and job service providers would today join Government to develop a regional employment strategy for Canterbury Bankstown and South Western Sydney.

“The Keep Australia Working forums allow the community to maximise the benefits of the Government’s Economic Stimulus Plan and Jobs Fund and develop localised responses to the impact of the global recession.

“We want to find job opportunities for local businesses and workers, particularly in areas like Western Sydney where unemployment is a growing problem.”

Mr Clare said Local Jobs Champions, Lindsay Fox and Bill Kelty, would bring their considerable experience and wisdom to the table.

“The Local Jobs Champions will help forum participants identify local skill and labour needs and develop directions for the future,” Mr Clare said.

“It’s great to have Lindsay Fox and Bill Kelty on board. Few people understand the Australian economy better than these blokes, they’ve been through it before. They’re travelling with us around the country helping areas hit hardest by the global recession.”

Today’s forum is the third in a series being rolled out in employment priority areas across Australia as recommended in the Keep Australia Working interim report presented last week to Deputy Prime Minister Gillard by Senator Arbib and Mr Clare.

There are now 20 employment priority areas around the country:

Job creation and capital works projects will form the cornerstone of this year’s state budget, West Australian Premier Colin Barnett says. 

The WA government on Thursday will deliver its first budget since elected last year.

“It will be responsible and I think you will see it supports maintaining  jobs and supports the future development of this state,” Mr Barnett said on Wednesday.

“And you will see not only that, but a number of measures designed to maintain jobs, particularly in the small- to medium-size business sector.”

The government is under pressure to maintain a surplus after Mr Barnett’s commitment to deliver surpluses in the next two budgets.

While seeking to maintain the state’s AAA credit rating, the government is also facing demands from WA’s peak business lobby to deliver on an election promise to cut taxes by $250 million.

Mr Barnett said the state’s budget and finances would need some “rejigging” to match a $263 million federal government commitment in Wednesday’s federal budget to put the Perth rail line and bus station underground.

“Yes, we will have to have some rejigging of the state budget and finances because we originally sought 50/50 funding just to sink the rail line,” Mr Barnett said.

“The commonwealth’s taken up the point. It was an issue I discussed with the prime minister in Perth about three weeks ago and I just made the point to him quite informally that if we’re going to sink the rail line it would actually be commonsense to sink the bus station too …

“He’s obviously taken it on board so we’re going to make sure that happens.”

The federal government also pledged $339 million for a deepwater port at Oakajee, in the state’s midwest, which will boost iron ore exports in the region.

The WA government had already spent about $20 million on Oakajee and private proponents were now spending $100 million on the design of the deepwater port and rail line, he said. Continued…
