1920s charm of North Perth home retained                                                                                                                                                                                          

RENOVATIONS were completed less than a year ago on the 1920s home owned by Karina and Chris Hiller for five years.

“We fell in love with it and we didn’t plan to renovate,” Mrs Hiller said.

“We loved the location, but realised it was getting a bit tight for space when we had a baby.”
So the couple demolished the rear half to allow for an open-plan extension.

They installed a new kitchen, plus an al fresco area because they enjoy entertaining.

Mrs Hiller said they wanted to achieve “retreat-style living” as a change of pace for her husband, who owned a busy cafe in Burswood and wanted the chance to unwind in a tranquil villa-style house.

They combined elements from the old and the new to suit their lifestyle and they think the location is golden because it’s only a 20-minute walk to the city.

Mrs Hiller said she loved the house because of its originality and charm.

“It has ornate and dome ceilings that we never wanted to touch because you can’t find homes with beautiful old things like these any more,” she said.

Other features include a pool, open fireplace, airconditioning, bore-water reticulation and double carport.

WA leads rise in June building approvals

WA has led the charge with a rise in building approvals in June, fresh figures reveal today. 

There was a 21.1 per cent rise in building approvals in WA last month, compared to a national rise of 9.3 per cent.

But the recovery followed an 11 per cent decline in May, taking the latest tally of 11,086 new construction projects to a level lower than where it was in April.

Still, the latest monthly increase was stronger than a market forecast for an eight per cent rise.

Approvals in the volatile apartment-building sector surged 27.7 per cent while detached housing numbers increased by a much smaller 4.9 per cent.

On an annual basis, overall building approvals are down 14.3 per cent.

Apartment building approvals are also 45.7 per cent weaker compared with a year earlier.

Construction activity was also more robust in Victoria, where approvals rose by 17.4 per cent, followed by an 11.3 per cent increase in South Australia.

NSW had a more modest recovery of 3.4 per cent.

Building approvals went backwards in Tasmania, shrinking by 7.6 per cent, and Queensland, which suffered a 1.9 per cent decline.

Premier says WA needs skilled Chinese workers

PREMIER Colin Barnett may ask the Federal Government to relax foreign worker allowances to prevent labour shortages at major WA projects.

WA faces severe shortages of skilled workers in 2011, when there is expected to be peak activity in WA’s resources sector, Mr Barnett told a media conference in Perth yesterday.

The premier’s comments come as a large Chinese steel maker, Ansteel, contemplates the viability of developing WA’s first steel mill.

Other massive projects planned for the state include Woodside Petroleum Ltd’s Pluto Liquefied Natural Gas (LNG) project, Chevron’s Gorgon LNG project, a new deep water port at Oakajee and CITIC Pacific’s Sino Iron project.

“I expect we will face serious skills shortages if these projects go together at the same time,” Mr Barnett said.

“Hopefully,  we can build these projects with Australian labour but I expect there will be skill shortages, in particular trades areas.

“We need to be prepared to bring in some of their (Chinese) workers.”

Universal dental care for Australians

Australians will have access to universal dental health care under reforms suggested by a federal government health commission.

The commonwealth will take over responsibility for all primary health care outside of hospitals and fund all outpatient services in hospitals.

The National Health and Hospitals Reform Commission has stopped short of calling for a full federal takeover of hospitals, but left open the option of the commonwealth funding 100 per cent of hospital admissions further down the track.

The annual cost of the reforms is estimated to be between $2.8 and $5.7 billion.

In addition, capital investment over five years of up to $7.3 billion is needed.

But the report says the changes could save $4 billion a year by 2032-33.

Of the 123 recommendations, one that could be most welcomed is the suggestion that commonwealth fund a new Denticare Australia.

The commission’s final report, released publicly on Monday, says there are more than 650,000 people currently on public dental waiting lists and the dental health of children is worsening.

‘To address these problems we are recommending a new universal scheme for access to basic dental services – Denticare Australia,’ the report says.

It will cost an estimated $3.6 billion a year. Under the scheme every Australian will have access to basic dental services ‘regardless of people’s ability to pay’.

It will be funded through an increase in the Medicare levy of 0.75 per cent of an individual’s taxable income.

New animal-friendly airline Pet Airways a hit

PEOPLE love their pets, sometimes more than they love other people.

So it is not a surprise that a start-up company, Pet Airways, has had a massive response since offering to transport dogs and cats in a much more caring way.

Precious pets won’t be left to fend for themselves in cages in a freezing cargo hold – an experience that so scared a Jack Russell terrier owned by husband-and-wife team Alysa Binder and Dan Wiesel that they decided to launch Pet Airways.

All of the passengers using the new airline’s cargo plane get to travel in the front of the plane in special carriers installed instead of seats.

They are escorted to the plane by pet-loving attendants who check on their precious cargo every 15 minutes.

The pets are given pre-boarding walks and bathroom breaks and also have access to a “Pet Lounge” where future fliers can wait and sniff the furniture before flights.

The demand for the service has been staggering, with flights rapidly booked out for the first two months.

Operating between regional airports in New York, Washington, Chicago, Denver and Los Angeles, Pet Airways charges about $315 per trip, which is comparable with charges on less pet-friendly airlines.

The company is already looking to add more flights and cities soon, and hopes to fly to 25 destinations within three years.

Betsy Saul, co-founder of Petfinder.com which ranks the pet-friendliness of various airlines, said she was excited about the expected impact Pet Airways would have on pet travel across major airlines.

”The entire industry will stretch because of Pet Airways,” Betsy told the Associated Press.

Australia’s tsunami system performs well

Last night’s tsunami warning for south-eastern Australia, may have come to nothing, but it did demonstrate the worth of the monitoring system, says one expert.

The warning was announced soon after an earthquake, measuring 7.8 on the Richter scale, occurred off the south coast of New Zealand’s South Island.

Chief Meteorologist Dr Chris Ryan, of the Joint Australian Tsunami Warning Centre, says the epicentre was located in the closest earthquake source zone to Australia, a region known as the Puysegur seduction zone.

He says, despite being close to Australia, the region is far enough away that a tsunami would take more two hours to reach the coast.

Ryan says the tsunami that followed only warranted a ‘marine threat’ warning with waves rising 30 centimetres at Port Kembla, near Wollongong and no significant damage has been reported.                                                                                                                                                                                                                                                

Seismologist David Jepsen, of Geoscience Australia, says it took two hours for waves from New Zealand to get to Tasmania.

He says the Puysegur seduction zone is a region where Australia’s tectonic plate pushes underneath the Pacific plate.

Although the Australian tsunami warning system is one of the best in the world, the system is still pretty new.

New Fishing Licence for West Australian Anglers

West Australian anglers who fish from a boat anywhere in the Sate, including those on charter boats will need a $30.00 licence as from October 2009.

The licence will apply to any form of fishing where a boat is used.  There is also an additional licence for anglers who wish to target demersal scale fish such as dhufish, at a cost of $20.00 a day, $60.00 a fortnight or $150.00 annually.

Much of the revenue raised from the new licensing system will be used on researching ways to replenish dwindling fish stocks.

People fishing from beaches or jetties will not need a licence except where existing licences apply.

New citizenship test

There are a number of changes being made to the citizenship test. The key changes are:                                                                                                   

• the test questions will be rewritten in plain English
• the test will not contain any mandatory questions
• the current pass mark will increase from 60 per cent to 75 per cent
• the test will be based on the Pledge of Commitment that new Australians make when becoming citizens.

The new citizenship test is planned to begin in late September 2009. The revised citizenship test resource book, which will contain all the information needed to prepare for the test, will be available from late August 2009.

You will be able to sit the new citizenship test in the same locations as with the current test including all 13 department offices, 30 Medicare offices and 4 Centrelink offices across Australia.

Will the new test be easier?

No. The test will continue to assess whether clients have an adequate knowledge of Australia and of the responsibilities and privileges of citizenship and possess a basic level of English.

Will the test only be in English?

Yes. The government is committed to the citizenship test being delivered in plain English.

If I have already passed a test will I have to sit another one if there are any changes?

No. You will not have to sit another test if you have already passed a test.

Can I make a booking to sit the new test now?

No. Appointments for the new test will not be available until the revised resource book is released in late August 2009.

Can I get a copy of the new test questions?

No. As with the current test questions, the new test questions will be confidential. However, practice questions will be available in the revised resource book and on this website.

Will assistance to complete the test still be available?

Yes. If you have difficulty reading or are unable to operate a computer you will be able to request help from a Department of Immigration and Citizenship (DIAC) officer during a standard 45 minute test. The department officer will be able to assist you by reading aloud the test questions and answers or by operating the computer. Please ensure you request assistance at the time you make your test booking.
