PERTH is to become a vibrant waterfront city, says Premier Colin Barnett, who today unveiled plans for a massive redevelopment featuring an inlet connecting the CBD and the river.

Mr Barnett plans to create a vibrant new area for the city and ‘finally’ connect the waterfront to the CBD.

The centrepiece will be a 2.8ha inlet that will bring the river back to near its original shore line. 

The inlet will be surrounded by landscaped terraces, boardwalks and promenades, and fringed by shops, cafes, restaurants, bars and other activities.

 “The Swan River – our greatest natural asset – is effectively cut ff from the city by Riverside Drive and by an expanse of lawn,” said Mr Barnett at today’s unveiling.

“Other major Australian cities have done far more with much less.  This will assist Perth to mature as a vibrant, sophisticated capital city, providing an attraction for locals and tourists.” By removing a section of Riverside Drive, the development encourages the use of public transport, taking advantage of the nearby Esplanade train station, Busport and commuter ferry services. Some changes to existing roads will be made to create more pedestrian-friendly routes.

Mr Barnett was joined by Planning Minister John Day,Tourism Minister Liz Constable and Lord Mayor Lisa Scaffidi at the unveiling.

The development will cover nearly 10ha, focused between Barrack and William streets.

“The development is designed for pedestrians and cyclists – not cars,” said Mr Barnett:.

“It will be an attractive destination for families, young people, city workers, national and international tourists and seniors to gather and enjoy.

“The State Government will take the lead on this development, along with Perth City Council, and we will be looking – indeed asking – the private sector to join with us.  I am also confident the Federal Government will be supportive.”

Mr Barnett said there was significant work to be done on road realignment, drainage and dredging but preliminary works would begin as soon as possible, with major construction starting in 2012.

The plans signal a new era of city building, as a logical and seamless extension of the city.  Together with The Link, major works to the Cultural Precinct and other CBD projects, the city’s axis will be redefined through the strengthening of the Barrack and William streets links.

In addition, Howard Street and Sherwood Court will provide direct links between St George’s Terrace and the waterfront, enhancing the capacity for these laneways to become vibrant places with shops, cafes and small bars.

The inlet, designed to reflect the historical characteristics of Perth Port, will have room for public boat mooring facilities.

At the heart of the new inlet will be an island, a landscaped parkland offering a unique experience for visitors. This family-focused destination will provide opportunities for relaxation in sheltered open spaces with 360 degree views of the surrounding city.  It may also include a safe, child-friendly beach and swimming areas.

Land at the foot of William Street has been preserved for a significant public building.  The Government’s preference is that this building be a national centre for indigenous art and culture, providing a major focus for the project.

Event spaces will be dotted throughout the waterfront, including a public square next to the Esplanade train station, the promenade, the island and a new road which can be closed to accommodate events.  Larger events will be held at the Supreme Court Gardens, which will be improved under the plan.

 There is also the potential to include a swimming pool, which could be an attractive recreational asset for city workers.

The Perth Convention Bureau has secured 88 new business events for Western Australia worth an estimated US$66.6 million to the local economy.

Achieved against the backdrop of the global economic crisis, the US$66.6 million, end-of-financial-year result saw the bureau exceed its 2008/09 delegate expenditure target by US$2 million.

The events, which consist of national and international conferences, corporate meetings, and incentive groups, are expected to attract an estimated 35,500 delegates to Western Australia over the next four years.

Bureau managing director Christine McLean described the result as a “fantastic achievement” in what has been an extremely difficult global economic environment.

“This result demonstrates the resilience of the business events sector and why the state government has committed increased funding to attract high-yield visitors,” Ms. McLean said.

“In the short term, the global economic crisis is impacting on our business with reduced delegate numbers at conferences and fewer corporate reward programs being booked, but the long-term prospects for the business events sector look extremely buoyant.                                                                                                             DOT_Scenery_09_Perth_Australia

“In spite of all the global communication options available these days, people still prefer to meet face to face.”

A string of significant medical conferences contributed to this year’s healthy scorecard of conference bid wins.

Among these include the Royal Australian College of Surgeons Annual Scientific Conference in May 2010 (2,800 delegates); the Australian and New Zealand College of Anaesthetists Annual Scientific Meeting in May 2012 (2,000 delegates); National Alcoholics Anonymous Convention in April 2011 (1,550 delegates); and the 11th National Rural Health Conference in March
2011 (1,200 delegates).

Ms. McLean said that the events will further Perth’s reputation as a leading center of medical research excellence.

“Perth’s reputation for, and expertise in, hosting major medical and science meetings is growing internationally and will help to position Perth over rival international destinations in the future.”

Given that the bureau’s new business events target has increased to US$81 million this year, it will be critical to position Perth and Western Australia front and center in the minds of event decision-makers around the world.

The expansion of the PCB’s Convention Scholarship Program and the creation of the new Business Events Brand for Western Australia are expected to lead to both an increase in opportunities and exposure for the destination.

“The scholarship program, which has already been hugely successful in unearthing local conference hosts and bidding opportunities through partnerships with Perth universities and the city of Perth, will be expanded to run in conjunction with Perth hospitals.

“Since the program’s inception, an estimated US$46.33 million worth of meetings has been generated on disciplines ranging from environment and education to engineering and resources. By including Perth’s top hospitals in the initiative, we aim to further profile the state’s expertise in the areas of medical research and health sciences.

“Add to this the launch of the business events brand for Perth and Western Australia, which we expect will attract unprecedented international and national exposure as a business events destination, and we are in a strong position to achieve our 2009/10 target.”

The bureau has been responsible for marketing Western Australia as a destination for business events since 1972. The business events industry is the highest-yielding sector of the tourism industry, with international delegates spending six times that of the leisure tourist.

SYDNEY (AFP) — Prime Minister Kevin Rudd officially launched Australia’s bid to host the football World Cup in 2018 or 2022.

Rudd told an official ceremony at Parliament House in the national capital Canberra that Football Federation Australia (FFA) had the full backing of the government to bid for the showpiece event.

“The sheer odds are tough against Australia, eight other countries, but the reason the government had got behind the bid is that we as a nation can rise behind this great bid,” Rudd said.aus_worldcup

The premier said the chance to host a World Cup was a great opportunity for the nation.                               

“The challenges are great, but the prize is much greater,” he said.

“I salute those who have had the courage and the initiative and creativity to bring forth this idea.”

English Premier League stars, national skipper Lucas Neill and goalkeeper Mark Schwarzer, also spoke at the launch, urging Australians to throw their support behind the World Cup bid.

FFA chairman Frank Lowy said it would be an “unparalleled opportunity” for Australia to earn official acceptance as a World Cup host.

“On the world stage, there is no event with the same level of global appeal or audience reach as the FIFA World Cup,” the property billionaire said in a statement.

Lowy said Australia?s “secret weapon” for winning the World Cup bid was the Australian people, and Australia’s desirability as a travel destination.

“People from all over the world want to visit our country and thanks to the performance of the Socceroos at the 2006 FIFA World Cup in Germany, as well as the many thousands of Australian fans who followed them, the rest of the world has a very positive view of us.”

Lowy also pointed to Australia’s record of hosting successful major sports events such as the 1956 and 2000 Olympic Games.

Australia are among nine bidders, along with Belgium-Netherlands, England, Indonesia, Japan, Mexico, Portugal-Spain, Russia and the United States, for the 2018 World Cup.

The same nine bidders are also in the running for the 2022 World Cup, along with Qatar and South Korea.

World football governing body FIFA will announce both the 2018 and 2022 World Cup hosts in December 2010.

Australia have already qualified to play in next year’s World Cup in South Africa.

lending moneyTHE Rudd Government will give the $21 billion margin lending industry three weeks to digest a proposed overhaul of the regulatory and legislative regime.
The Minister for Corporate Law Nick Sherry will today release a draft copy of the legislation with a view to introducing it into parliament next month.

The legislation includes new national laws to regulate margin lending under a standard national regime, reports The Australian.

Margin lending is not currently regulated in Australia and is considered to have been one of the main destroyers of investor wealth as the stockmarket collapsed last year.

It cost some investors their homes as their margin lending accounts blew up, triggering margin calls many couldn’t afford to pay.

Mr Sherry said yesterday taking out equity on a family home was a key area of interest to the Government.

“One area where we have had a high level of concern has been where people have been advised to take equity out of their family home and then to use this debt to leverage into buying shares through a margin loan.

“This double-debt trap, with a home as security, is of serious concern,” he said.

“Under our new responsible margin lending laws the lender will be required to assess a person’s true loan-to-value ratio

“This means the lender can no longer assume the money brought to the table is not itself debt, a major new improvement” that would reduce the risk of people losing their homes.

Properly geared margin lending, backed by full disclosure, had a place, but the Rudd Government would not tolerate ordinary Australians being misled into grossly inappropriate margin loans that could cost a family everything they owned, including their home, he said.

Under the new laws, lenders will be regulated by the Australian Securities and Investments Commission and be required to hold an Australian Financial Services Licence, be members of low-cost external dispute bodies, clearly disclose fees and commissions before lending, and lend under a tailored margin-lending-specific set of responsible lending obligations.

Between June last year and December 30, the number of margin calls received by 205,000 Australians with margin loans increased 458 per cent, as the share market dropped 40 per cent.
