The City of Perth Australia Day Skyworks is the State’s biggest annual celebration.                                                                                            

The spotlight is on Perth as we celebrate our beautiful country with the biggest and best Australia Day event in the country.

With warm weather expected and activities running from 7am to 8.30pm, here are some tips for enjoying the day:

o Plan your journey: Transperth will be providing additional train and bus services for Skyworks and Skyworks coordinators encourage everyone to plan their journey to the City in advance by visiting www.transperth.wa.gov.au  

Also, due to unusually low tides, Transperth will be unable to operate the ferry services from the first trip in the morning till 12.30, therefore these Australia Day ferry services will be replaced by buses.

o Stay hydrated: While free drinking water tanks and food stands will be conveniently located throughout the Perth foreshore, please remember to keep up your water intake. Dehydration can lead to dizziness, nausea and other symptoms that might spoil your day.

o Bring a radio: Obviously, a radio will allow you to enjoy the simulcast fireworks display at the end of the day, but additionally, you’ll be able to get updates throughout the day on parking, road closures and other important news from City of Perth Skyworks partner MIX 94.5.

 A torch: Why let the pyrotechnicians have all the fun? Be part of the traditional torch ‘call and response’ from each of the main viewing areas and see why Perth is known as the City of Lights!

o Plan your day: Australia Day in the City is far greater than the 30 minute pyrotechnic display at 8pm. Catch the train in early and enjoy the range of free entertainment on offer. The Too Solid Indigenous Music Festival, the Youth Zone on Langley Park, the Criterium, the Family Zone on the Esplanade, the AIR BP Air Show and the Water Show are just some of the many highlights of the day. o Community spirit: The City of Perth Australia Day Skyworks is a major community event, with all of the presenters working closely with some unsung heroes – Fire and Emergency Services, Police, and the St John Ambulance first aid volunteers. Let’s make this a celebration to be proud of and get into the spirit of the day!

What not to bring:

o Alcohol: The City of Perth Skyworks is an alcohol-free event. The City of Perth fully supports the efforts of the Police and the Public Transport Authority to stop anti-social behaviour at the celebration by confiscating alcohol at the event.

o Bad behaviour: Although the vast majority of Skyworks patrons enjoy the celebrations without incident, the organisers believe that everyone should be able to enjoy the Australia Day celebrations in the way they are intended – as a community, and as proud Australians. All of the authorities involved with Skyworks support a “no tolerance” approach to anti-social behaviour during this major Australia Day celebration.

o Glass: Broken glass has been identified as a significant cause of injuries at previous Skyworks. Please do not bring glass bottles or containers – it is very hard to clean up all the pieces if they break, especially in grassy areas or in low-light conditions, and families with children will be sharing the public spaces with you.

 Furniture: Both the City of Perth and the City of South Perth have Special Event Local Laws which limit people from bringing couches, mattresses, fridges or other large objects into event areas. This does not apply to lightweight shade structures or other picnic equipment which can be easily carried by hand. These laws are designed for public safety and prevent illegal ‘dumping’ – please respect the beautiful environment of the areas around Perth Water.

A FOUR-DAY heatwave is forecast to hit the Perth metropolitan area in the coming days, with authorities warning of a high bushfire danger.

Today the mercury is set to rise to 38C, followed by 41C on Sunday and Monday, then dropping back to 38C on Tuesday.

Bureau of Meteorology duty forecaster Andrew Mostyn said the searing conditions could prompt extreme danger on Sunday and Monday.

“It doesn’t appear as though it will be catastrophic for the fires but with the hot dry weather, it will probably be extreme,” Mr Mostyn said.

“On Sunday and Monday northeasterly winds will drag hot air from the inland Pilbara region down towards Perth.                                                                                                

“However, along the coast, there will be an afternoon sea breeze but it won’t penetrate enough inland to really affect the Perth temperature in the afternoon.”

Local swimming pools and metropolitan beaches are expected to be packed on Sunday as people seek relief from the heat.

The hottest January day ever recorded in Perth was 45.8C on January 31, 1991.

The government of Western Australia is coming to Down Under Live in London to recruit skilled workers to help tackle the state’s impending skill shortages.

According to a respected economic analyst, Peter Kenyon, professor of economic policy at Perth’s Curtin University, the state is set to revisit the skills shortages that were the downside of the mining boom that ended in late 2008.

‘‘WA is doing well in terms of population growth and labour supply is increasing … we are likely to see a little bit of amelioration in the absolute skills shortage that we saw towards the end of the boom in 2008,’’ Prof Kenyon said. ‘‘I think that will be short-lived.

‘‘I think before very long we will again see the job advertisements increasing for waiters and all sorts of staff in the windows of all the businesses around Perth.

‘‘Not enough time has passed for us to build the skills base to get over that shortage.’’

As part of its commitment to build a strong base of skills in the state, representatives from the state’s Immigration and Health departments will be at the show, recruiting for a range of state sponsored jobs, and interviewing likely candidates. The participation of Western Australia at Down Under Live London, comes on the back of a successful show in Birmingham, where over 1,300 people came to the show in search of a new life in Australia or New Zealand.

Over 3,000 people are expected to attend the London event, and pre registrations are already strong, with jobseekers looking to take advantage of the pre show offer of 2 tickets for £10.

WILDLIFE officers have appealed to the public for information about a dolphin that was slashed across the throat and left on the lawn of a house in Bremer Bay, on Western Australia’s south coast.

The dolphin was dumped under a tree of a Bremer Bay property about 500 metres from the beach.

A wildlife officer from the Department of Environment and Conservation’s Nature Protection Branch in Albany will travel to Bremer Bay today to investigate the incident, question locals and examine the carcass.

Acting chief wildlife officer Kevin Morrison said it was not clear whether the dolphin had been slashed before or after its death.

“The photos provided to us indicate that someone inflicted quite deep serious wounds to the throat of the dolphin, but it’s not possible to say conclusively if it was while the animal was still alive, or post mortem,” Mr Morrison said.

“Unfortunately now, the only way we’d be able to determine whether the animal was killed or the injury inflicted post-mortem is if we get information from members of the public.

“We’re relying heavily on information from the public in order to get a result.”

Mr Morrison said it was believed the animal was a striped dolphin, but more would be known when the wildlife officer examined the carcass tomorrow.

The officer would be liaising with police from Ongerup investigating the disturbing incident.

An anonymous donor will cover the cost of replacing car tyres slashed in a vandal attack at Western Australia’s major children’s hospital.

Nurses returning to their vehicles from 12-hour night shifts were distraught to find tyres had been slashed on their cars some time on Monday night.

Up to 23 cars parked in Princess Margaret Hospital’s secure staff carpark were targeted in the attack.

PMH executive director Philip Aylward has released a statement today saying all affected staff will be reimbursed by a generous donor.

Police are still investigating the crime.

Perth properties are being sold quicker than any other state capital, new figures show.

Research from property analysts RP Data and Rismark International shows it took 24 days to sell a house in November and two days fewer for units.

The time taken to sell a unit was the quickest in Australia, while only in Canberra (23 days) were houses sold quicker.

The average price for houses and units in the metropolitan area at the end of November was $460,000.

While that was a drop of 1.09 per cent on October, making Perth the only city where prices fell, it was still an increase of 6.47 per cent on the start of the year and a 5.87 per cent rise on the same time in 2008.

The average house price was $485,000, down 1.11 per cent on October, but up 5.94 per cent since the start of 2009, while units dropped 1 per cent on October, but rose 8.55 per cent in 2009, to average $385,000.

The news was not all good for homeowners. Landlords found rental yields dropping, to 3.94 per cent for houses and 4.41 per cent for units, both down 0.04 of a percentage point on October.

Rismark managing director Christopher Joye said the key drivers in the market in the latter half of 2009 were upgraders and investors, and this was expected to continue this year.

Once mortgage rates “normalised” to between 7 per cent and 8 per cent, price growth would drop back. As many borrowers did not reduce mortgage payments when rates fell, they should be well placed to absorb rises.

From 1 January 2010, as part of the skills assessment process for certain onshore GSM applicants who nominate a trade occupation, applicants will be required to demonstrate that they are ‘job ready’. This new requirement will be assessed through the Job Ready Program (previously referred to as the JobReady Test). The Job Ready Program has been developed by the relevant assessing authority, Trades Recognition Australia (TRA), in consultation with industry and unions and will include a workplace assessment by a TRA approved assessor.
The new job ready requirement will ensure that people who wish to migrate to Australia as skilled migrants in trade occupations are able to participate in the labour market in the area of their skills and knowledge. Applicants nominating a trade occupation who apply for certain onshore General Skilled Migration (GSM) visas on or after 1 January 2010 will be required to meet the job ready requirement as part of the skills assessment process. This requirement will enhance current skills assessment arrangements for onshore applicants and complement the existing offshore assessment processes.   
Which occupations and visas will be subject to the new job ready requirement?
 
 

Applicants wishing to migrate to Australia under one of the below visa subclasses and in an allowable trade occupation will be required to satisfy the Job Ready Program’s requirements as part of the skills assessment process. This requirement will apply for applications lodged on or after 1 January 2010.
 
 

Visa subclasses
 
 

The following visa subclasses are subject to the job ready requirement:
 
 

  1. Skilled – Independent (Residence) Visa (Subclass 885)
  2. Skilled – Sponsored (Residence) Visa (Subclass 886)

If you currently hold a Subclass 485 visa but have not applied for a permanent onshore GSM visa by 1 January 2010, you will be required to obtain a new skills assessment which demonstrates that you are job ready if applicable to your occupation. This will be the case if your trade occupation requires you to provide a skills assessment dated on or after 1 January 2010.
If you are not required to submit a skills assessment dated on or after 1 January 2010 as it is not required for your occupation, you are able to submit an existing skills assessment should you wish to do so.
 

Why do I need to submit a skills assessment dated on after 1 January 2010 if I am required to meet the job ready requirement?
 
 

You will need to provide the department with a skills assessment dated on or after 1 January 2010 if you are required to meet the job ready requirement to ensure your skills have been assessed as ‘job ready’. Skills assessments issued prior to 1 January 2010 have not been assessed against the job ready requirement, while those issued after 1 January 2010 do. 
  
 

 

I am in a trade occupation and applying for an onshore GSM visa (Subclass 487, 885 or 886). Will I be required to meet the job ready requirement from 1 January 2010?
 
 

Yes. If you are nominating a trade occupation, you will need to meet the job ready requirement as part of your skills assessment from 1 January 2010. Applicants who are not applying for a trade occupation will not be required to do so.
 
 

I am applying in a trade occupation through one of the offshore GSM visas. Will I need to satisfy the job ready requirement as part of my skills assessment?
 
 

No. If you are applying for an offshore GSM visa, you will not be required to satisfy the job ready requirement as part of your skills assessment. However, if your occupation is a trade occupation, you will no longer be able to apply to migrate to Australia under the GSM program based on meeting the Australian study requirement. Instead, you must have at least 12 months of work experience in a skilled occupation within the 24 months before you apply in order to qualify for a visa grant.

Applicants for a Subclass 485 visa are unaffected by the introduction of the job ready requirement. Applicants for a Subclass 485 visa will still be required to obtain a skills assessment from the relevant assessing authority before the Subclass 485 visa can be granted. Does this mean my old TRA skills assessment is no longer valid?
 
 

The changes only affect the requirements for the onshore permanent GSM visas in trade occupations. TRA assessments conducted before 1 January 2010 would continue to satisfy the requirements for the onshore lodgement of an application for a Subclass 485 visa, as well as for applications for Subclass 175, 176 and 475 visas. The assessments would also satisfy the department’s requirements for any of the employer sponsored category of visas.
